Then compare the spare card
9♣ 9♦ K♥ and 9♥ 9♠ Q♣ share the same pair rank. In a kicker-based room, the king beats the queen.

Stop inventing a suit rule
If both pair and kicker ranks match, read the tie convention. A red or black suit does not automatically settle the comparison.
